Seattle DJ faces indefinite commitment as violent sexual predator

If King County prosecutors have their way, a Seattle party disc jockey and convicted sex offender will be indefinitely detained following allegations that he was again attempting to groom a young boy.

In a petition filed late last month, prosecutors asked that Kenneth Kokko be deemed a sexually violent predator and housed at a state facility on McNeil Island.

Previously convicted of indecent liberties and statutory rape, Kokko, 47, stands accused of attempting to get close to an 8-year-old boy whose mother Kokko met at an East Wenatchee car show.

The woman grew suspicious of Kokko's interest in her son, discovering his criminal history days before Kokko planned to fly to her Montana home to surprise the child during a birthday party, prosecutors claim in court documents. The woman contacted Seattle authorities, prompting Kokko's arrest on Nov. 25.

Prosecutors now claim Kokko had returned to a predatory pattern of behavior he'd previously used to gain access to children. He would ingratiate himself to adults in his victims' lives, Kokko told evaluators following his earlier convictions, then sexually assault the children.

"I would go into my helper or big brother mode and involve myself with the kids with the ultimate goal of sexually acting out on them to get my needs met," Kokko told evaluators, prosecutors claim.

"Mr. Kokko was quite clearly in his 'helper' or 'big brother mode' and was involving himself with this family," Senior Deputy Prosecutor Alison Bogar said in court documents, referring to the current allegations. "He was in the process of setting up opportunities to be alone with the child at the time that (the boy's mother) became suspicious of him."

At the time of his arrest, Kokko had been operating a disc jockey business, offering his services at weddings, community events and private parties. He was registered with the King County Sheriff's Office as living in the 500 block of East Summit Avenue in Seattle's Capitol Hill neighborhood.

Born in Selah, Kokko worked for some time as a disc jockey at KWWW-FM in Wenatchee until his first sex offense conviction became known to his employer, according to court documents.

In that 1983 offense, Kokko met a 12-year-old boy while coaching the child's youth soccer team. Kokko, according to prosecutors, sexually assaulted the child over several months after developing a friendship with the boy.

Serving 10 days in jail and sentenced to probation, Kokko repeatedly violated his parole by contacting children. Having spent nine months in jail following one such violation, Kokko's parole was ultimately revoked in late 1987, when authorities came to believe Kokko had sex with a 15-year-old boy.

Following that incident, Kokko was imprisoned until September 1996.

While in prison, Kokko failed out of sex offender treatment three times, according to court documents. In several instances, he was caught targeting younger men in the treatment program; once, prosecutors claim, he was booted out of the program after he was seen placing another inmate's hand on his groin.

In the current action, King County prosecutors are seeking to have Kokko indefinitely committed under the state's sexually violent predator law.

Through a civil court proceeding, prosecutors have asked a King County Superior Court judge to order Kokko detained at a Department of Social and Health Services-run facility on McNeil Island. Kokko would remain at the facility, the Special Commitment Center, until state evaluators deem him no longer to be a threat to the community.

To that end, prosecutors have offered statements from several psychiatrists who found Kokko to suffer from a mental disorder causing him to be sexually attracted to children.

In filings, Bogar told the court the doctors expect "Kokko will make additional steps to accomplish a sexually violent offense in the near future, if he has not already done so."

A preliminary hearing is scheduled for Dec. 11. Trial is currently set to begin in early January.

When I found out about his past it all made sense why he was being so nice to me. He was involved much more with another kid at the org.
